You can startle them by clapping your hands or calling their names to get their attention. Yelling at your pup won’t be very helpful because they will just get scared of you. And when they are scared, they will make it a behavior to hide from you whenever they need to go potty. This will cause serious issues right off the bat and they may turn into long-term issues if they aren't solved right away.
